Therefore, a new form of political technology and democracy is required to control the spread of bureaucracy. Hence, Buchanan proposed to put “constitutionalism” before “democracy” and combine “rule restriction” with “non-rule restriction” to realize his constitutional proposition. Buchanan’s constitutional economics is composed of methodological individualism, contractualism and the principle of consensus. This paradigm has standardized and renovated the existing theories of law and politics.</p>
<kwd-group xml:lang="en"><kwd>Anarchy</kwd><kwd>efficient system</kwd><kwd>democratic decision-making process</kwd><kwd>political exchange</kwd><kwd>constitutional economics</kwd><kwd>methodological individualism</kwd><kwd>contractualism</kwd><kwd>consensus</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Arrow Kenneth J., Social Choice and Personal Value (Zhiwu Chen,et al. trans., Sichuan People’s Publishing House 1987).</mixed-citation><mixed-citation xml:lang="en">Arrow Kenneth J., Social Choice and Personal Value (Zhiwu Chen,et al. trans., Sichuan People’s Publishing House 1987).</mixed-citation></citation-alternatives></ref><ref id="cit2"><label>2</label><citation-alternatives><mixed-citation xml:lang="ru">Atkinson Anthony B., James M.
